Grievous Wounds: This creature inflicts Grievous Wounds with certain attacks. This is a unique condition; when it reaches three stacks, it resets and the target takes 2*Level true damage. Lasts until a short rest.

Royal Poise: The Black Queen rolls for initiative with double advantage, takes no damage on a miss from effects that specify half damage on a miss, and has +3 crit range.

Green Streetsweeper: Major action - Ranged weapon attack, green streets, 50 ft. Cone, all targets, [x1] damage, deals half damage on miss. Unstoppable: Reaction - Martial ability, imposes two d4 Block die and Aegis (1) against incoming attack. Force and Verve: Special - When the Black Queen Defends, their next attack is made at advantage, heal themselves for 1 HP, grant themselves [x1] temp HP, and their attacks next turn inflict 1 stack of Grievous Wounds. When the temp HP is depleted, it explodes for an effect based on the element used.

Proximal Force: All targets within 10 feet of the Black Queen take 1 damage.

Arresting Force: The attacker is Stuck (1 round).

Distal Force: All targets beyond 10 feet of the Black Queen take 1 damage. Royal Arts: Special - When the Black Queen Aims, they take advantage instead. When they Avert, they impose disadvantage instead. When they Assail, it also inflicts Daze (1 round). When they Distract, it automatically passes and grants +3 crit range. Rivers Run Red: Special - The Black Queen’s DoTs stack with each other, up to 8 stacks. If Grievous Wounds resets or they critically hit, they inflict 2 stacks in addition to the damage done.

Tactics

While Cigarette Holder and Green Streetsweeper can do work, the main stars of the show are Black Inches and Rivers Run Red. Force and Verve ensures the player has to consider positioning before attacking.
